Akume Launches Performance Management System for OSGF in International Edition (English)
To strengthen accountability and boost efficiency within the Federal Civil Service, the Secretary to the Government of the Federation (SGF), Senator George Akume On Wednesday, the Performance Management System (PMS) was launched in the Office of the Secretary to the Government of the Federation (OSGF).
This initiative is aligned with the Federal Civil Service Strategy and Implementation Plan 2025 (FCSSIP 2025) and focuses on enhancing service delivery via systematic performance monitoring and target setting mechanisms.
As stated by Segun Imohiosen, the Director of Information and Public Relations at the OSGF, during his address at the official launch, Akume emphasized the importance of the PMS in achieving outcomes across various Ministries, Departments, and Agencies.
"PMS is designed to guarantee that government employees comprehend their responsibilities and execute their duties efficiently and optimally using well-defined, quantifiable benchmarks. These metrics will guide them toward attaining established objectives and targets," he explained.
He additionally stressed that the updated system would enhance transparency and accountability by setting explicit standards and assessing both personal and divisional achievements based on critical performance metrics (KPIs).
To demonstrate their dedication, the SGF entered into a performance bond agreement with the five Permanent Secretaries within the OSGF. This initiative aims to distribute the accountability for monitoring performance and ensuring outcomes down to the level of departmental directors.
Dr. Nnamdi Maurice Mbaeri, who represents the Permanent Secretaries and serves as the Permanent Secretary of the General Services Office, conveyed his gratitude for the SGF’s guidance in establishing the PMS system.
He similarly praised the Head of the Civil Service of the Federation for leading this initiative throughout the Federal Civil Service.
"We are dedicated to guaranteeing complete execution of this system," Mbaeri affirmed.
In an earlier part of the event, Anthony Obioha, who leads human resources, characterized the PMS release as a clarion call for action.
He motivated every department and employee to embrace responsibility for the system, emphasizing that this would foster an environment where performance can be quantified, feedback is immediate, growth is ongoing, and outstanding achievements are recognized.
The inauguration represents an important step in the continuous transformation of Nigeria’s civil service, paving the way for a performance-driven governmental system based on quantifiable achievements.
